East Lyme

Dayne Steele, 30, of 2 Peninsular Ave., Waterford, was charged Wednesday with creating a public disturbance, possession of drug paraphernalia and possession of narcotics.

A minor, 16, of Brainerd Road was charged Tuesday with possession of a controlled substance (more than a half-ounce of marijuana) and possession with intent to sell.

Norwich

Jesse B. Brochu, 39, of 37 Mowry Ave. was charged Thursday with two counts each of first-degree failure to appear in court and second-degree failure to appear in court.

David A. Barros, 35, of 6 Beech St. was charged Thursday with criminal violation of a protective order.

State police - Montville

Charles Smith, 53, of Baltic was charged Wednesday in Montville with second-degree failure to appear in court.

Sara Bliss Silva, 23, of 154 Central Ave., Norwich, was charged Wednesday in Montville with second-degree failure to appear in court.

Jarrell Leslie, 37, of Hartford was charged Monday in Preston with driving under the influence of alcohol or drugs.

Stonington

Sarah L. Welch, 31, of Baltic was charged Tuesday with driving with a suspended license, driving without minimum insurance and driving an unregistered motor vehicle.

Robert A. Candales, 44, of 8 West Arch St., Pawcatuck, was charged Tuesday with seven counts of violation of a protective order.
