City police announced the charges against Kwendelle Wiggins, 31, in a news release Wednesday and said they are looking for him. They asked for assistance from the public, noting Wiggins' last known address is 80 Chestnut St., Norwich, and that he "frequents the Norwich area and should be considered armed and dangerous."

Police urge people with information on Wiggins' location to call the Norwich Police Department at (860) 886-5561, ext. 6, or the department's anonymous tip line, (860) 886-5561, ext. 4.

He faces two counts of first-degree assault, home invasion, cruelty to persons, second-degree threatening, first-degree unlawful restraint and disorderly conduct, police said, after two people were injured with what police believe to be a "hatchet-type" weapon during an altercation on Tuesday, Feb. 8, at a Cliff Street residence.

Both victims suffered lacerations that were not life-threatening, and they were transported to Backus Hospital but have since been discharged. Police say they believe the attack was targeted.
