PROVIDENCE, R.I. — Rhode Island's attorney general and leaders of the state General Assembly are reacting with caution to Democratic Gov. Gina Raimondo's proposal to legalize recreational marijuana.

Attorney General Peter Neronha said Sunday that the proposal will require strong regulations to protect public health and safety. Democratic Senate President Dominick Ruggerio raises the same issues. The Providence Journal reports the proposal is included in Raimondo's budget plan, and would prohibit home-growing recreational marijuana and would ban high-potency products from retail stores.

The budget article calls for spending about $3.5 million to get the recreational business up and running. Raimondo says her plan would establish one of the most regulated pot industries in the country.

The two, alongside Democratic House Speaker Nicholas Mattiello, say they are willing to work with the governor.
