Officer who fatally shot man in Wethersfield was involved in 2015 shooting

WETHERSFIELD (AP) — A Connecticut police officer who fatally shot an 18-year-old man during a traffic stop last weekend also was involved in a 2015 fatal shooting that was ruled justified.

Connecticut State Police late Wednesday identified Layau Eulizier as the Wethersfield officer who fired through the windshield of a car Saturday evening. The driver, Anthony Jose Vega Cruz of Wethersfield, died Monday night.

Police said Eulizier opened fire when Vega Cruz drove his car toward the officer, who is on paid leave pending an investigation. Another Wethersfield officer, Peter Salvatore, was at the scene but did not shoot. Officials said police were trying to pull over Vega Cruz because the license plates on his car were not registered to that vehicle.

Vega Cruz's family and activists are questioning the use of deadly force. They demanded during a protest Monday that police release dashboard camera video of the shooting.

In 2015, officials say, Eulizier was a Manchester officer when he fired once at — but missed — a man who threatened police with a utility knife after robbing a bank and leading officers on a high-speed chase that ended in Bolton. A state trooper, Brian Contenta, shot the man, 54-year-old Christopher Anderson, four times. Anderson died two days later.

New London State's Attorney Michael Regan determined the officers' actions were justified.

The Wethersfield shooting is being investigated by Hartford State's Attorney Gail Hardy, who said this week that she was considering releasing police videos.

"We extend our condolences to Mr. Vega Cruz's family," Hardy said. "It is my intent to conduct a thorough and transparent investigation. I understand and respect the public's desire to view any video evidence."

Vega Cruz's relatives were among protesters who gathered Monday, just hours before he died.

"We're basically looking for justice, you know what I mean, because my little brother got shot in the head," said his brother, Anthony Colon.

Eulizier and Salvatore, the other officer at the scene Saturday, both grew up in Wethersfield. Eulizier is an Air Force veteran and Salvatore is in the Army National Guard. Neither has any disciplinary history.
