    Judge dismissed claims against city by former New London cop

    A judge has dismissed a lawsuit by a former New London police officer who claims he was unfairly forced to resign after a man accused him of planting drugs at the scene of an arrest.

    Roger Newton was a K-9 officer when he was placed on administrative leave in 2012 after Lance Goode claimed he planted drugs at the scene of Goode’s Oct. 20, 2010, arrest.

    Newton filed a lawsuit against the city, the mayor and police chief claiming his Feb. 10, 2012, resignation came under pressure. Newton claimed the city had violated his due process rights and painted him in a “false, corrupt light” after Goode, through his attorney, had released a video that purports to show drugs being planted at the scene of the arrest.

    In a ruling issued on Nov. 14, Judge Stefan R. Underhill dismissed Newton’s suit, but granted 30 days for Newton to file an amended complaint on several of his claims.

    The city recently agreed to pay Goode $50,000 to settle a federal civil rights lawsuit. Goode had claimed police used excessive force and falsely arrested him in April 2010 and then planted drugs on him six months later.

    The city’s insurance carrier, the Connecticut Interlocal Risk Management Agency, negotiated the settlement and is expected to pay the full amount

    Goode, 46, has numerous drug convictions and was most recently arrested on charges he hindered the prosecution in connection with the August 2013 shooting death of Jesus “Gee” Pinero.
