To stop these horrendous school shootings as soon as possible, I suggest the following solution that should avoid all objections by either side (more guns /less guns) and thus can be enacted quickly: 

1) Every gun would require registration by the owner and a co-signer.

2) Every owner and co-signer would be fully liable for that gun's criminal use.

3) Every gun would be inspected periodically to assure custodianship.

4) Every gun not registered would be confiscated. 

Logic: Most gun deaths are caused by criminals using legal guns obtained from the careless owners or lone mass shooters using their own legal guns.

Therefore, motivate owners to safeguard their guns and eliminate the “lone” gunman with the co-signer requirement.

For every single gun, there would be two very highly motivated individuals policing its use and possession! They would be policing each other as well. We law-abiding citizens who are gun owners should be responsible for keeping our own guns from criminals.

There are millions of guns in America, but there are at least twice as many law-abiding people to safeguard and keep them from the would-be shooters and criminals.
