    Norwich grand list up 2.2% in 2021

    Norwich — The overall grand list of taxable property rose by 2.2% in 2021, but assessor William Lee cautioned that part of the boost is due to temporary conditions.

    The city’s net grand list, including real estate, motor vehicles and personal property, rose by $46.6 million to $2.09 billion as of Oct. 1, 2021.

    Real estate, by far the biggest portion of the list, totaled $1.67 billion after subtracting tax-exempt properties, a 0.69% increase. Lee attributed part of the increase to the 10% late-filing penalties assessed on 311 commercial properties.

    “I wish people would take those processes seriously, because the information is precious to us,” he said of the late penalties.

    Motor vehicle values skyrocketed by 24.6% to a total of $262.2 million, mostly due to a pandemic-driven increase in the value of used cars. Norwich also had 572 more cars in 2021 over the 2020 total, Lee said.

    Assessed personal property dropped by $16.7 million, or 9%, to a total of $156.6 million. The loss of the Freeport McMoRan copper products plant is part of the drop, Lee said. Also, companies in the Norwich business park filed for new state manufacturing equipment exemptions, for a total drop in value of about $5 million.
