Police arrest five, seize 307 grams of heroin in New London

New London — Police and members of the Statewide Narcotics Task Force said they intercepted a delivery of 211 grams of heroin and eight grams of marijuana Wednesday after receiving a tip that a man and woman would be bringing the drugs from out of state to the area of 15 Washington St.

Bobby Olivo, 45, and Iremly Alfonso, 36, both of Fall River, Mass., each was charged with two counts of possession of narcotics and two counts of possession of narcotics with intent to sell.

According to a prosecutor's report, police set up surveillance on Washington Street after a concerned citizen informed them that a heavyset Hispanic woman and a Hispanic man would be arriving in a Jeep Liberty and parking on Washington Street.

The Jeep arrived at 7:05 p.m., and about 7:11 p.m., officers approached and say they noticed a strong smell of marijuana coming from the vehicle.

The officers said they located a plastic bag containing marijuana in Alfonso's purse and found the heroin — "a hard, beige rock like substance wrapped in green plastic" — in her coat pocket, according to the report.

Both were held overnight and arraigned in New London Superior Court on Thursday.

Judge Omar A. Williams set Alfonso's bond at $20,000 cash. Alfonso was taken to the Janet S. York Correctional Institution.

Olivo's bond was set at $10,000 cash and he also was taken to a state prison.

They are due back in court March 15.

Later Wednesday, city police and the task force made another three arrests and seized an additional 96 grams of heroin.

According to Deputy Chief Peter Reichard, those arrests began with a search warrant on Crystal Avenue, where police developed more information and made additional arrests elsewhere in the city.

Clifton Barrows, 39, of 202 Maple Ave., Uncasville, was charged with possession of narcotics, possession of narcotics with intent to sell and possession of narcotics with intent to sell within 1,500 feet of a housing project.

Robert Piscitello, 35, of 310 Maple Ave., Uncasville, was charged with possession of narcotics, possession of narcotics with intent to sell and possession of narcotics with intent to sell within 1,500 feet of a housing project.

Jacob Pena, 24, of 48 Crystal Ave., Apt. A44, was charged with possession of narcotics, possession of narcotics with intent to sell, possession of narcotics with intent to sell within 1,500 feet of a housing project, operating a drug factory, possession of drug paraphernalia and interfering with a search warrant.

Pena posted bond, according to Reichard, and will appear in court at a later date. Bond and court information on Piscitello and Barrows was unavailable.

In addition to the 307 grams of heroin, police said they seized $2,153 in cash and a motor vehicle.

The investigation remains active and police are asking anyone with information to call them at (860) 442-4444 or call the Detective Bureau, (860) 447-1481.
