A 23-year-old Hartford man was arrested Monday on narcotics distribution charges stemming from the overdose death of a Norwich woman, according to a news release from John H. Durham, U.S. attorney for the District of Connecticut.

Felix Lopez, also known as “Pablo,” was charged with possession with intent to distribute and distribution of controlled substances, and conspiracy to distribute controlled substances. Both offenses carry a maximum term of 20 years in prison.

The arrest is part of an ongoing statewide initiative targeting narcotics dealers who distribute heroin, fentanyl or opioids that cause death or serious injury to users. Lopez appeared before U.S. Magistrate Judge Donna F. Martinez in Hartford on Tuesday and was ordered detained.

According to the news release, on Sept. 13, Norwich police and emergency medical personnel responded to a report of an untimely death at a residence in Norwich.

Responding officers learned that a 20-year-old woman who had died suffered from an addiction to heroin. Officers seized evidence, including the victim’s cellphone, the release said.

The Office of the Chief Medical Examiner later determined the woman died from acute fentanyl and heroin intoxication, the release said.

Lopez was alleged to have supplied the heroin and fentanyl consumed by the victim shortly before she died, the news release said.
