Roodstillwell Fenelon, 24, of 100 Cliff St., second floor, Norwich, was charged Tuesday with failure to appear in court, failure to have head lamps, operating/towing an unregistered motor vehicle, improper use of license plate/marker, failure to have minimum insurance and driving without a license.

Nathaniel N. Charles, 41, of 61B Coit St., Norwich, was charged Monday with second-degree breach of peace and violation of a protective order.
