Justin Healy, 23, of 139 Shaw St., New London, was charged Wednesday with failure to respond.

Ryan Johnson, 36, of Farmington was charged Wednesday with driving under the influence of alcohol or drugs, failure to drive right and driving the wrong way on a one-way street.
