    Norwich teen remains free despite prosecutor's concern he's a danger to the community

    Norwich teen Joseph Desir will remain out of prison and under house arrest despite a state prosecutor's continuing concerns he presents a danger to the community.

    Desir, 18, of 18 E. Pratte St., is charged in connection with violent clashes between groups of young people from Norwich and New London, including a New Year's Day stabbing at Foxwoods Resort Casino and a shooting at a Halloween party in Norwich.  Some of the participants have been identified as members of a Norwich street gang known as "1804."

    Police allege also that Desir returned to Foxwoods on Oct. 27 and was involved in another scuffle, though he had been banned from the casino property, and that he resisted arrest when officers attempted to take him into custody on Nov. 26.

    Desir has posted bonds totaling $140,000.

    "I think he does present a danger to the community, and because of what I allege is gang activity, he's in danger himself," prosecutor Stephen M. Carney said during Desir's appearance Monday in New London Superior Court.

    Desir's attorney, Matthew J. Costello, said the alleged criminal trespass at Foxwoods predated the Halloween shooting. He said Desir's cell phone indicates he was at a McDonald's in Norwich just minutes before police allege he was trespassing at Foxwoods.

    Judge Hillary B. Strackbein told Desir his house arrest is in effect 24 hours a day while he is free on bond and said she would have "zero tolerance" if he disobeys court orders that include no contact with the alleged victims and no drug use.

    "You're family doesn't want you dead or killing anyone else," said Strackbein.

    In light of the potential for escalating violence between gangs, law enforcement officials took extra steps to ensure the animosity didn't play out during the annual Norwich Free Academy-New London High School Thanksgiving football game. The November game was played during daylight hours, with extra security in place, and there were no incidents reported.

    His next court date is Jan. 10.
