    Child poverty forum focuses on budget impact

    State Sen. Cathy Osten said Wednesday she supports many of the goals of those trying to eliminate child poverty in Connecticut, but the co-chair of the legislature’s Appropriations Committee doesn’t want to raid the state’s surplus funds to do so.
